Palace says economic reforms a priority

Charter change not discussed

There have been no discussions on proposed constitutional amendments, but the option may be considered should the matter be formally raised to President Ferdinand R. Marcos Jr., Malacañang said on Saturday.

“That matter has not been discussed yet at this time,” Palace Press Officer Claire Castro said in a text message to Palace reporters.

Castro made the statement following remarks by Senate President Vicente Sotto III, who floated the idea of revising the 1987 Constitution, citing it as a possible solution to address perceived issues surrounding impeachment rules.

She said the President and his administration remain focused on implementing measures aimed at driving economic growth.

Castro, however, noted that proposals for charter change may be taken up should lawmakers formally act on the issue.

“The President is currently focused on improving the country’s economy, and it was not discussed during his last meeting with his economic team on Friday, Jan. 30, 2026,” Castro said.

“However, if steps have already been taken regarding this, the President will study them,” she added.

Sotto raised the proposal after the Supreme Court (SC) upheld its July 2025 ruling that declared the impeachment proceedings against Vice President Sara Duterte unconstitutional.

He said the SC decision encroached on Congress’ exclusive authority under Article XI (Accountability of Public Officers) of the Constitution, arguing that it weakened the House of Representatives’ power to initiate impeachment proceedings.
