Pangasinan begins river rehab to curb flooding, protect communities

DAGUPAN CITY — The provincial government of Pangasinan has begun the implementation of its River Rehabilitation and Flood Mitigation Project, with initial desiltation operations already underway in coastal rivers using large vessels to remove long-accumulated silt and sediments.

Governor Ramon Guico III said the project, launched on August 22 in partnership with the Department of Environment and Natural Resources (DENR), aims to reduce recurring floods and protect communities.  

“This initiative is part of our long-term plan to safeguard residents, farmlands, and economic activity,” Guico said.

He added that the desiltation follows DENR Administrative Order No. 2020-07, which sets the guidelines for large-scale dredging in heavily silted river channels. 

The governor also noted that the provincial ordinance on river reforestation and watershed protection complements the national guidelines.

Guico reiterated that the project will not use provincial funds.  

“No cost will be charged to the provincial government because our private partner will shoulder all operational expenses,” he said.

The governor assured residents that dredging work will be closely monitored. 

“We are enforcing strict oversight to prevent over-dredging and to ensure full compliance with environmental laws,” he said. 

Priority sites identified for rehabilitation include the Agno, Sinocalan, Cayanga, and Pantal Rivers, as well as the Limahong Channel. 

The provincial government said the project is expected not only to reduce immediate flood risks but also to strengthen livelihoods and boost long-term community resilience.
