The Public Utility Vehicle (PUV) Modernization Program will proceed, but emphasized that it must not be imposed hastily or without proper preparation of affected sectors.

Palace Press Officer Claire Castro said Transportation Secretary Vince Dizon presented to President Ferdinand R. Marcos Jr. the Public Transportation Modernization Program (PTMP) current challenges, particularly the readiness of jeepney drivers and operators to comply with cooperative and financial requirements.

“That was discussed, and he presented the issues that would arise if it is implemented immediately,” Castro said.

She said the government must first ensure that drivers and operators are trained and supported in forming and managing cooperatives.

The government is also now considering tapping more manufacturers to help reduce the cost of modern units, she added.

Likewise, the government also flagged the affordability of loan payments and concerns over route availability, especially in areas with low jeepney presence. These will be addressed in coordination with local government units (LGUs).

Despite the challenges, the program will continue but stakeholders will be given time and support to adjust, Castro said. “The PUV modernization program will still proceed; we just need to prepare the stakeholders.”

The President welcomed the recommendations, and said implementation must be well thought out and fair, Castro said.

The PUV Modernization Program seeks to replace traditional jeepneys with safer, more efficient, and environment-friendly vehicles. It has faced resistance from transport groups due to high costs and implementation concerns.
