DOST bats for use of science in flood control projects

Can help design interventions for river and sub-river basins

TACLOBAN CITY – Department of Science and Technology (DOST) Secretary Renato Solidum on Wednesday urged the use of science in the implementation of flood control projects.

In a press briefing at the Summit Hotel as part of the Regional Science, Technology, and Innovation Week celebration, Solidum said addressing frequent widespread flooding calls for the application of a science-based approach.

This approach, he said, focuses on providing tailored interventions for specific river or sub-river basins.

Solidum said such an approach necessitates conducting studies to assess waterways and evaluate the risks associated with construction projects in these areas.

“Our message is that we have existing data that they can use to prepare the flood control projects. Use science for infrastructure since the data is already available online,” he added.

Solidum said the DOST can provide digital elevation models and forecasting tools to assess the capacity of rivers and drainage systems to handle the increased rainfall volume resulting from climate change and rapid urbanization.

“If we build a road with a height of 10 centimeters, it essentially blocks the flow of water from one side to the other. This can create a dam effect, potentially increasing flooding in certain areas if proper drainage is not implemented. This is what we should be thinking of: what the effect of the current project on the next flood is,” he said.

Solidum said the DOST is not part of flood control project planning and implementation, but can recommend ways to improve them.

The top DOST official underscored the significance of combining science, data, and improved coordination and integration in both local and national flood control planning.
